The Infrastructure and Programme team deliver the construction activity for all our major infrastructure across the Trust – on a wide range of nationally important operational heritage structures – these include reservoirs, canal locks, embankments, tunnels, bridges, towpaths, culverts, tidal barrages and major docks.
Our Construction Safety Manager will report to the Chief Infrastructure & Programmes Officer and be responsible for providing expert advice on CDM, LOLER & Temporary Works procedures for the Trust, as well as broader health & safety advice and assistance for the directorate in accordance with the Trust’s Health & Safety Systems. Using your background in Civil Engineering/Construction industries you will support our teams to ensure prompt action is taken toward targeted improvements; aiding future continuous improvement planning through effective performance improvement and reporting.
The role is fundamental in living safety values and embedding positive practice across the Trust. Being a H&S advocate with all colleagues, committed to improvements in safety culture and encouraging positive engagement by all colleagues in Health & Safety.
Providing practical H&S advice, leadership and support to the £100m annual construction business.
Supporting 300+ person in-house Direct Services business with H&S support and performance improvement.
Supporting & advising for the timely reporting of safety incidents, which includes initial flash reporting within 24 hours and the production of detailed investigation reports within 7 days.
Collation and distribution of trend information to help the directorate focus on carrying out activities safely and embracing a ‘lessons learned’ approach.
Be instrumental in adopting a ‘just and fair’ approach to the investigation of incidents and the subsequent actions and recommendations.
Location & coverage
Our Construction Safety Manager vacancy will be offered on a remote working basis, with a requirement to attend our main hub spaces as and when required for team working a collaborative meetings. Significant travel throughout the regional waterway network will also be expected to enable site visits and to conduct improvements.
The regularity & flexibility of travel will be discussed further at interview stage. Regular accessibility to this network is essential.

Knowledge, Skills/Qualifications & Experience :
Key accountabilities:
Owner of the CDM, LOLER & Temporary Works procedures.
Fulfil the Designated Individual role for Temporary Works, reporting to an Exec Director.
Lead on professional advice for CDM regulations, Temporary Works and LOLER procedures.
Be the focal point for H&S support and advice across the whole of the Infrastructure & Programmes Directorate, with the drive and ability to support all works..
Responsible for consolidating a directorate programme of site inspections, provide specialist advice on hazardous activities, Temporary Works, LOLER, CDM and associated control measures.
Support accident and incident investigations and provide reports & recommendations within the set timescales set by the Trust procedures.
Contribute to the review of H&S operating standards to ensure all relevant legislation is complied with.
Create a strong relationship with the Director of Health & Safety and the National H&S team, reporting into the DoHS on compliance, standards and legislation, and performance against accident reduction and H&S improvement targets on a quarterly basis.
Work closely with and support the Construction teams in carrying out their roles and responsibilities for Safety & Health, Environment and Heritage. Work closely with peers from delivery partner organisations to create a H&S community.

Advise and support teams in drawing up risk assessments, safe systems of work and evaluating method statements, using sound and in-depth experience and knowledge of on-site activities, where required.
Conduct site/project/contract inspections and ensure that appropriate action plans have been put in place by the accountable operations management.
Carry out and record H&S audits and inspections as directed by CIPO & Director of Health & Safety.
Assist in developing toolbox talks and briefings on key issues.
Attend pre-start meetings and advise on high risk activities.
Decision Making:
Ensure the organisation is legally compliant with all health & safety legislation; discharging H&S duties effectively and consistently.
Ensure CIPO has visibility on performance against H&S Operating Standards and KPIs/targets.
Working with the teams, minimising and avoiding risks and hazards in the organisation.
Create a ‘just and fair culture’ in the H&S environment ensuring that all incidents are investigated thoroughly, trends identified, and corrective action taken and consistently briefed across the wider Trust and delivery partners.
About you
This role will require extensive knowledge of Civil Engineering and Construction industries, tasks, risks and control measures; having had specific direct experience of managing H&S operations and driving good H&S performance within a construction business.
Technical:
Degree or equivalent in related discipline.
Chartered/associate membership of an appropriate professional body (or actively working towards), advantageous.
NEBOSH diploma or equivalent (or demonstrable IPD/CPD equivalent) in Occupational Health and Safety.
Excellent knowledge and experience of H&S, Environmental and Heritage legislation
Excellent knowledge and experience of construction, operations, hazards, risks and associated control measures.
Working knowledge BS OHSAS 18001 & 45001 Standard.
Experience in similar or supporting post.
Experience working understanding of SHE legislation.
General:
Good oral and written communicator.
Ability to work as part of a team and to positively influence others.
Ability to work on own initiative, deliver key objectives while working under pressure and coping with dynamic and fast-moving situations.
Excellent interpersonal skills enabling the building of collaborative relationships across Trust & with contractors and external stakeholders.
