HSE Launches Consultation to Strengthen Asbestos Regulations

The Health and Safety Executive (HSE) has launched a consultation on proposals to strengthen the Control of Asbestos Regulations and improve asbestos management guidance to better protect workers and building users.

While Great Britain has one of the best workplace health and safety records globally, asbestos remains a major cause of work-related disease. The proposals aim to build on existing measures to further reduce exposure risks.

Key Proposals

The HSE is seeking views on three main areas:

  1. Ensuring independence in the four-stage clearance process to minimise exposure risks following asbestos removal. 
  2. Improving the quality of asbestos surveys so duty holders have accurate information to manage risks safely. 
  3. Clarifying the definition of Notifiable Non-Licensed Work (NNLW) involving asbestos.

The consultation is particularly relevant to duty holders, asbestos analysts, removal contractors, surveyors, and professionals in construction and facilities management.

HSE and Government Comments

Rick Brunt, HSE’s Director of Engagement and Policy, said:

“Asbestos continues to be a significant risk to workers in Great Britain. These proposals are an important step in strengthening protections for workers and the public. We want to hear from all stakeholders to ensure our approach is effective and proportionate.”

Sir Stephen Timms, Minister for Social Security and Disability, added:

“Asbestos remains the biggest cause of work-related deaths in the UK, responsible for more than 5,000 deaths each year. This consultation will help improve regulations and enhance protection for workers and the public.”
